Kept by E. M. Phillips, Inspector of High Schools (1914-1926), Director of High Schools (1927-1930), and Director of High Schools, Junior Colleges, and Vocational Education (1931-1933). The files document his service on the High School Curriculum Committee, which prepared syllabi for high school subjects (1920-1923), and on the International Relations Committee of the National and Minnesota education associations (1930-1931), and his role as chair of the Executive Committee on High School Curriculum (1925-1932). The latter includes minutes, correspondence, and background materials on curriculum revision.
